I have white itchy bumps on my face and arms and i dont know why they are there. It only happens when i go outside on a hot day

My 7 year old son has red bumps with white heads on his hind end, genital area, behind his knee's, on his ankles, one on the bottom of his lip and now he has 4 white blisters on his hands.  But none of them itch or hurt.
