what is best treatment to heal a small breakdown of skin on buttock of otherwise healthy person?

I have tried healing it with antibiotic ointment without success. It is in a difficult place to heal because it gets irritated daily while sitting on job or in car.I have had it for approximately 5 months.It will have a whitish scaly scab like it is going to finish healing  but it doesn't.
