the skin on my legs feels leathery . what could cause this?

about 2 months ago my calves were extremely itchy, as if i had hives. now my skin is just leathery, i use eucerin all the time. i did have my gall bladder removed at the beginning of september cause of gallstones, could that have something to with it.
