peeling of flakes from fingers and red blackish skin appear.

my skin problem from 4 to 5 years ago.skin becomes dry hard with peeling of fllakes on tip of fingers.leaving red blackish skin behind.not appear in winter whn moisturerizer are used, wht it is??
