I have these pimple-like bumps under my eyes, they look like white heads what could they be?

My mom and my sister had these also, but my sister said when she popped hers, little hard white balls came out. My mom had to burn her bumps to get rid of it. However I tried to pop it, but it only bleeds, it doesnt feel like anything is in there. Some friends suggested its water bumps? or due to the fact that I have sensitive skin, it has that from harsh chemicals. It doesnt itch or hurt, I had it for as long as I can remember, however it seems to be multiplying? What could it be?
