After searching the internet, one of the most similar symptoms sounds like Pseudomonas folliculitis (hot tub folliculitis), however this is normally to clear up in under a week and I've had mine for a long time. It does seem to improve when I swim in the sea or exposure to the sun, but as much as it gets better it can inflame again within a matter of a day and come up with spots all along the back of my legs and buttocks, with some of the spots as white heads. I did live in Hong Kong (which is very humid) but I now live in Sydney and I am really upset about it as there is such a beach culture here but I'm paranoid about being in a bikini as I think people will notice.
