I have had discoloration and spotting on the top of my foot and on my ankle for the last year. What could it be?

The color is a few shade darker than my skin color and is spotty and splotchy. It hasn't change any in the last year as far as I can tell. Although it has grown some. Could this be a cirrculatory problem or could it be serious?
