I have got these bumps for the last 3 years during the summer time. Thought it might be a heat rash or something, but treated for that to no avail.

It sounds like you may have "Keratosis pilaris". Nothing serious whatsoever and usually it is genetic!

I actually got an ointment that is a treatment for keratosis pilaris, and I've been using it about 2 days now and it's not helping. Any idea how long the medicine should take to work?

It doesn't look much like the pictures I've seen of it though. It looks like I've got mosquito bites more than anything.
