cause of small, red, papules (not pustules) on scalp that are not responsive to Ovide treatment,

Problem started three months ago .  I was on a medical mission in Peru.  Several nurses and doctors checked my scalp and said all was ok until about 3 weeks ago.  Red papules were noted and a questionable nit.  I used Ovide, all symptoms immediately resolved, but the itching and red bumps, somewhat painful, have returned.  HELP!
