A small rash on front of neck, itchy, feels like small blisters. What is this

This rash has cycled 4 times in last 4-5 weeks.  It covers front neck area from where the neck meets the chin to hollow over thyroid.  Its comprised of small reddish raised little blisters.  Responds to Benadryl and lasts 4/5 days.  Disappears a week or so and returns.  Itchiest in am?
