What causes a red rash on feet? He is also on blood thinners. Could that be what caused it?

My boyfriend had a stoke in November '08 and they put him on blood thinners. On top of that we found out he has diabetes. Now he has a red pinlike rash all over his feet and almost up to his ankles! The dr. told us that it was because of his blood thinners. Was just wandering what someone else thought?
