How can this be cured? Will my skin color ever be normal again?

I have extremely itchy skin,inner thighs, at night for years and the pigmentation has gotten darker over the years.  I can't help but to itch during sleep and I feel like i want to rip the hair out of my thighs and around my genital area.  Two doctors diagnosed it as chronic dermaitis and prescribed cream which only briefly stopped the itch but came back when I stopped using it.
