It can, but it may not. I've been running on sidewalks and asphalt roads for 38 years with no knee problems. Depends on your form, your shoes, and whether you do stretches to strengthen your groin and knees. Here are the stretches I do. If in doubt, run on dirt or grass as much as possible.
