My foot stiffens up while I run

I just started running again about a month ago. After 3 pairs of shoes, I decided to go to a professional running store and have them help me choose the right pair of shoes. I now have a good pair of shoes and am ready to really work on my running.

I am slowly building my time using a plan a found in Prevention magazine which seems to be working well with my cardio. The first wk I walked 4 min and ran 1. 2nd-4/2. 3rd-3/2. 4th 3/3. (3 times a week).

This is where my problem has started. After my fourth rep of 3/3 my foot starts getting stiff. I have had to stop and go to the eliptical or a bike two times this week. I love running and this is very frustrating. 

I have weight trained on and off most of my adult life and know that the stiffening feels like when I get a "pump" after I have done my reps... the blood has filled the muscle so much that it stiffens for about 30 minutes after the workout.

My question is... how do I keep my foot from doing this during my workout? Are my shoe strings too tight/too loose... is it my form?

I would appreciate any input.
