Just watch and see if it's an ongoing thing after you wipe it off.  I am not a vet or professional but have had many dogs and cats over the years.  See if it's an ongoing thing first.  If it is ongoing, look up on some canine health sites to see if you can determine what it might be.

Most of us love having pet animals like dogs and cats. However, many are cruel enough to abandon their pets after they grew up and got through the cuddly stage. Most of these animals go to shelters but there was a rumor about the Montgomery Animal Shelter closing, and it was largely bunk.  Montgomery Animal Shelter closing is ambiguous, since it's hard to tell just WHICH Montgomery was meant by that.  The Humane Society shelters in Alabama, New Jersey, Pennsylvania, and Tennessee are just fine – they aren't closing.  However, the Montgomery COUNTY Animal Shelter in Montgomery County, Texas, will be shutting its doors.  To dispel rumor –  all animals were adopted, no dead animals were found, and none will become dead as a result of the closing – the lease is simply up, which means that a short term personal loan won't keep the Montgomery Animal Shelter closing from happening – but they'll open again soon.
