Not to restate the obvious, but these signs indicate that your dog is having a very difficult time breathing for some reason. He could have something stuck in his throat that's blocking his airway; there could be any one of a number of problems affecting his heart and/or lungs that could create these symptoms. Given how distressed he is, he should be seen by a veterinarian as soon as possible to determine the cause of the problem and its proper treatment.
