is there a possibility to have rabbies if a person scratches by a dog

Do you mean is it possible to get Rabies from a scratch from a dog's toe nails if the dog was found to be rabid?   Rabies is normally transmitted by saliva from a dog bite of a dog that has rabies. 
I agree with Dr Jeannie. Scratches from teeth would be a problem, though.  And if a  person had scratches on other wounds  and then interacted with a dog in such a way that the dog's saliva came in contact with those wounds, that could also be a problem. If thise cases, if the dog was later found to be rabid, you should immediately seek medical attention.
