Although abuse is a possibility, it's also possible that the dog's problems arose from sources that have nothing to do with abuse. Rottweilers may succumb to displasia and bone cancer among other problems that may affect the joints and spine. The only way to know for sure is to have the dog examined by a veterinarian. I'd strongly recommend this because is sounds like the dog might be in pain.
