animal anemia treatment

My cat has been eating the gravel in his cat box (changed cat litter), leaves, dirt -- could it be a symptom of anemia? He is 13 years old. I am unemployed and trying to find a way to help him without incurring large vet bills that I cannot pay.
Can you suggest a treatment?
