who can draw blood from an IV line (non nurse, non LVN)

I am a research nurse and have phlebotomy techs drawing blood for research. I am looking into the ability for them to draw blood off an existing IV line, rather than venipuncturing.

Is there a certification for this that is different from phlebotomy... or is a phlebotomy cert. adequate.
