It certainly can be Menopause - some women skip periods, some (like me) have heavy bleeding and extra or seeminly continuous periods. To be sure that it is Menopause and not some other health issue, you should have your hormones tested and your MD may also do an ultrasound. If this is indeed Menopause, you may elect to ride it out or undergo a procedure such as endometrial ablation, D&C, or hysterectomy. I would caution that no procedure is without risk - I chose to ride it out and it took a year. (I ate a lot of red meat.)
