What is the cause of an itchy rash that occurs at the base of the spinal cord?

I get an itchy rash at the base of my spinal cord often after a minor virus or stress. This rash is about the size of a dime and seems to spread outward and cause some nerve pain in the area. I am wondering what is the cause of this?
