Tiny Red Bumps On Thigh & Nose

First the bumps on his thigh we thought were sweat bumps. They itched a little but not so much.
A couple of days ago a spot on his nose was itching but no bumps. Now he has bumps on the part of his nose that was itching. He says they are tender to the touch, I dont know if they are tender cause of him scratching it like he did or what.
These bumps look like heat bumps, sweat bumps, there is a cluster of them, maybe about 4 bumps in one cluster. They dont have a white head or anything like that.
He says the ones on his legs dont bother him, just the fact that they are there is what is bothering him.
We would like to know what this would be.
