Symptoms are of Umiblical Hernia. When he lays down the Umiblical is withdrawing back up into the stomach. When he stands up the Umiblical drops down into the right side below the pelvic.
I will suggest he sees a doctor right away. Dont give pressure on his stomach.

My husband says he feels fine, but has swelling below his stomach on the right side below his pelvic. I thought it might be a hernia but, when laying down there is no dent. So now I am worried because he wrapped himself with an ace bandage and went to work. Could this be a clogged artery or something.
It feels soft to the feel
