since i was about 14 i've had about 4-6 pinkish/redding flat bumps/marks of the tip of my penis

I know its not an STD because I've had them way before i started having sex, in fact  they are why i waited...

They dont itch, they don't contain fluid or hair, they just exist.... They are very, very small, and probably wouldnt stand out however their pink and my skintone is light brown...
