itchy red scrotum with small unraised red bumps in groin area?

what possible medical conditions could this be?

scrotum is red and itchy/sore,

about 10 or so small, red, unraised bumps in groin area. i've tried changing soaps, but it didn't seem to have an affect.

There are so many conditions causing the symptoms you describe, including STD's and Scabies.

One could be Psoriasis, which is a chronic skin disease characterized by very itchy rash, small blotches of red coloring. and inflammation.

its gotten worse. it is now not itchy, but very sore and painful. the skin on my scrotum is flaking off and there is a light brown liquid that ive just been wiping off with a tissue.
