INR levels too low after pulmonary embolism

My 32 year old husband has a pulmonary embolism.  Although, the clots are looking better, the doctors are having trouble regulating his INR levels.  He is currently on 10mg Coumadin, and 100ml Lovenox shots twice per day.  Do you know of any other testing that might need to be done to find out why his INR levels keep fluctuating between a 1.4 and (rarely) a 2.1?  He doesn't smoke, and we are paying close attention to what foods he shouldn't eat.
