How can i relax the rear thigh muscles/ tendons/ ligaments to allow toning the glutes without cramping and knotting?

I have had problems for roughly 30 years of my 43 year life with the cramps in my thighs and occasionally the calves and big toe bending downward and locking in the down position. Lately its usually thye rear thighs cramping. Any suggested excersizes?
