Hi, I have a feeling of discomfort in my left side of groin, with the skin slightly elevated compared to the other side. Does this indicate I have hernia?

Difficult to say without examination.  If the elevation is superficial, it can be a fatty tissue deposit (lipoma).  This is normally benign and can be removed if it is causing discomfort.

Could be a cyst or a   Inguinal Hernia, when part of the intestine protrude down into the groin area.

You should see a doctor foe exam for a correct diagnosis.
