can males get a wart on their penus caused by dirt not by an std?

one little extra skin kind of looks like a wart, very tiny, on the tip of the penus

Yes, a male can get a wart if the dirt is carrying germs that are a non-STD virus infection.
The wart-causing virus infection can be passed on by close skin-to-skin contact, as well as through contact with towels or shoes. The risk of catching warts from another person is fairly small, but it exists. Genital warts are much more contagious.

Often, warts appear and disappear on their own, as part of the virus's life cycle.
