Blisters form because the outer layer of the skin has become damaged.
Blisters on the penis are usally cause by injury, irritation to the skin, STD or as the result of certain medical conditions.
If you're blisters are not caused by an STD, They are most likely lichen planus. Steroid creams and/or UV light therapy are often effective. Search lichen planus of the penis on yahoo. There are some good sites with pics.

my boyfriend came back from a trip to a water park and a few days later got small clear blisters on the left side of his penis. they proceeded to go away after a few days and turned into red bumps but then more blisters showed up on the other side of the penis. what could this be?
