Bilateral lower leg and foot numbness, swelling, tingling.

Swelling, numbness and tingling is more pronounced in left than right.  Swelling leaves when leg is elevated.  I am very active, walking, biking, hiking.  Age 62.  Problem has persisted for about 5 years.  My family physician has offered tarsal tunnel, which I do not agree with.  The foot numbness has some burning and tingling sensation.  I have no back issues and am not diabetic.  Numbness starts on the outsides of both knees and extends downward most pronounced in left foot and toes.  Thank you.
