22 year old experiencing tingling in his left arm, down his side and into the leg; usually painful, occurs at night for 1-3 hrs

You need to send him to a doctor or specialist immediately. This can be a symptom of a blood clot, which is deadly. It might not be, and its possible it could be a pinched nerve, an impingement, etc, but this is not something to toy with as it has the symptoms of something much more dangerous. You need to seek medical attention and possibly see a specialist- I would run, not walk to a doctor! Also, I would be careful seeking medical advice for this type of issue unless you are under the care of, and in the presence of, a doctor or specialist whom has performed a complete examination.
