Because 1 year old is so young, an infection can become a serious thing quite quickly. You need to check often if she has a fever, and if one develops, get her to a doctor. If there is no fever or other signs, I would imagine that she hurt her tongue. Bit it perhaps? Or has a tiny white bump on it somewhere? (A canker sore)A little of that teething medicine will numb it for a bit to help her eat. So will ice cubes or a cold drink. Don't put anything in the mouth that cannot be ingested (of course): no medicines, cleaners, etc. Just salt water to clean out the wound, if there is one, and teething pain medicine like Orajel or Anbasol.
And if it isn't better with 24 hours, call a doctor to see if there could be something other than an "owie" going on.
