Can HIV cause a burning sensation under the skin? If not are there are any other explanations?

Peripheral Neuropathy (PN), which is a side effect of some medications that treat HIV, could be a possible cause of the burning sensation. Take a look at this site for more details: http://aids.about.com/cs/conditions/a/neuropathy.htm
