THERE IS A DAY CARE CENTER AND A HEAD START PROGRAM LESS THAN 30 FEET FROM A RAILROAD TRACK IS THIS HEALTHY BY STANDARDS?

tHE DAY CARE CENTER IS HOUSED IN A BUILDING MAYBE 20 YARDS FROM THE RAILROAD TRACKS AND THEIR PLAY YARD INS BETWEEN THEIR BUILDING AND THE TRACKS TRAINS RUN ALL DAY AND THE CHILDREN ARE SUBJECT TO LOUD HORN BLOWING BY THE TRAINS. THE HEAD START PROGRAM BUILDING IS EVEN CLOSER TO THE TRAIN TRACKS BUT THEY ARE INSIDE. WHAT ARE THE OCCUPATIONAL HEARING STANDARDS FOR THESE YOUNG KIDS? I AM AFRAID THEY MIGHT BE HURTING THEIR HEARING.
