Mix all the remaining ingredients together , except the oil, and coat the fish with the marinade. Set aside for an hour, to allow the marinade to fully penetrate the fish. Heat the oil in a flat frying pan. When the oil is hot , gently place the fish in the pan and shallow fry on both sides till brown and crisp. Remove from fire and serve hot with rice.
