I reviewed the new rule on HIT as adopted and published 7/14. There are
some significant issues that will require interoperability not only
external to the facility or practice, but also from within.Here's a
brief synopsis of criteria as adopted in the interim rule... final 2013
and 2015 criteria not available yet on the federal register, but
expected later this month. Based upon what has been published for 2011, I
suspect that many of the new (2011-15) objectives and measures will
remain similar to 09 objectives and measures, as written.
2013 Interoperability Objectives
Provide clinical decision support at POC (e.g. reminders, alerts)
Conduct closed loop medication management, including eMAR and
computer-assisted administration
Access for all patients to PHR populated in real time with EHR
data [IP, OP]
Upload data from home monitoring device
Summary care record shared in transitions
Receive immunization histories & recommendations from
immunization registries
Provide sufficiently anonymous electronic syndrome surveillance
data to public health agencies with capacity to link to personal
identifiers
2015 Interoperability Objectives
Medical device interoperability
Access comprehensive patient data from all available sources -
includes aggregation of clinical summaries from multiple sources and NQF
endorsed Care Coordination Measures (TBD)
Automated real-time surveillance (AE, Near Misses, disease
outbreaks, bioterrorism)
Clinical Dashboards
Incorporate and utilize technology to segment sensitive data
