Ranking the worst out of the 9 largest HMO’s in California are Blue Shield of California - HMO (part of Blue Cross Blue Shield ), and CIGNA HMO which both received Good in ”Meeting National Standards of Care” and Fair in ”Members Rate Their HMO”. Of the nine largest HMO’s reviewed in this ranking, no group received a Poor rating which is great news for California health insurance consumers.
