Do you need lisence to import Bio-products like Argan? I have a store in Portugal.

 I have a contact in Morocco that study Argan oil for import, and we wonder if we need a lisence to import to Portugal. I can not find anything of Argan in Portugal, and I am interesting to import it to my store.

Do we need lisence, or is it free to import?
