Do death records, autopsy reports have any HIPPA Guideline restrictions.

Person 46 years dies massive heart attack. coroner rude and disrespectful

 now coroner is up for re election and deceased family is helping opponent but

the current coroner has threaten to release young man toxicology report, threaten to exhume him, send report to the paper

 toxicology came back  positive for marijuana and ETHOL.

Said coroner is now out and discussing this man's death investigations reports in comjuction with  and his relection
