DC Court Of Appeals Upholds Health Reform Law

The DC Court of Appeals has ruled that the individual mandate in the health reform law is constitutional. The three judges were split -- a Carter appointee joined a Reagan appointee in upholding the law, whereas a Bush I appointee voted against. The Reagan appointee wrote for the majority.
