Certification Programs for Health Information Technology

Yesterday at the HIMSS conference in Atlanta, Dr. Blumenthal announced an NPRM outlining the proposed approach for establishing a certification program to test and certify electronic health records (EHRs).The NPRM, as published on the Federal Register, is available at the link above.

Although there are others who may seek authorization, it is likely that the Certification Commission for Health Information Technology (CCHIT®), a nonprofit, 501(c)3 organization, will apply, particularly since they have been certifying EHRs since 2006.

According to Modern Healthcare , "the Office of the National Coordinator (ONC) for Health Information Technology will expedite authorization of organizations for the certification of electronic health-records systems under the federal stimulus law."

This expedited program creates a temporary certification process under ONC that will eventually become permanent. Interestingly, the rule proposes transitioning much of the responsibility for testing and certification to organizations in the private sector under the permanent program. Blumenthal encourages feedback during the public comment period.
