when i pull back on my penis i have got a sort of scar . not on bellend

im 13 no one knows about it. i cant pull my penis all the way . and i have got a small scar thing on my forskin near the top and i wondered if that was why i cant pull it all the way it is tight .pretty embarasing but please help
