By having repeated low red blood count of 11, is it of deep concern? Nothing seems to change it; even with B12 shots and folic

Repeatedly, I have had low readings for by red blood count and the doctor's seem to not be concerned. Is there really any concern? I have Type 2 Diabetes, have had heart surgery and frequest heartburn.
