Why does it feel as though my skin is warm, but not to the touch?

The skin (or maybe the muscle underneath) at the inside of my knee cap feels as if I've had something warm sitting there too long (not quite burning or painful, but slightly uncomfortable).  However, it is not actually warm to the touch anywhere on my knee. What's going on?
