Why can't my doctor tell the difference between viral and bacterial infections? Online articles suggest they should be able to.

I have had sinitus and tonsolitus on and off for 8 weeks now. Doctor originally said it was viral and after two months, seeing that my tonsils are huge, white pus on them,  I am congested with multi-color snot, horrible cough and have had little sleep in a week... that maybe I should go on antiobiotics and prescribed me some. Why can't my doctor tell the difference between viral and bacterial infections? Online articles suggest they should be able to, and I went many times and there was never any test to determine if it was viral or bacterial...
