It could be balanoposthitis. Balanitis is inflammation causing swollen of the glans penis commonly seen in uncircumscribed men.  Balanitis involving the  foreskin or prepuce is termed balanoposthitis.

Balanoposthitis may have any of multiple bacterial and fungal origins. Complex infections also have been well documented. These often are due to a  poorly retractile foreskin and poor hygiene that leads to colonization and overgrowth.

 

Other causes of penis foreskin swollen pain inflammation can be irratation, yeast infections, herpes infections, trauma/soreness from dry intercourse or masturbation and other reasons. You can find some mild antibiotic antibacterial cream in the drugstore might be helpful.

Put ice on it to bring down the swelling anf moisturizing lotion may help. 

It would be beneficial to consider a visit to a Urologist doctor for a comprehensive evaluation of available options.
