what are red itchy and sometimes sore bumps on my fingers and toes?

Every couple of months or so, I get red bumps that appear on the joints of my fingers and toes, that are really itchy but painful to scratch. They're not blisters or filled with liquid of any kind and have never ruptured on thier own, eventually just fading away with time. I was wondering what they were, what causes them, and how to make them go away?
