Swollen hands and feet as well as patches on skin like small burn marks. What is this?

My mum has swollen hands and feet and also patches on her skin, can only describe them as looking like burn marks, not all over her body just a few areas e.g. around arm pits. She also had a very dizzy spell.
Do you know what this could be?
